INDIA LEADS THE CHARGE ON AIRCRAFT TRACKING

From Reuters: http://in.reuters.com/article/2014/05/07/uk-india-aviation-tracking-idINKBN0DN0FM20140507

The Indian DGCA has directed its airlines to ensure that all aircraft are tracked via ACARS or ADS-B,

BUT...

...these can be disabled on board as appears to have happened on MH370 (to the ACARS at least). Good start though.
